A cargo manifest is the document that international carriers must file with customs authorities upon the arrival of a vessel, aircraft, train, or truck at national territory. It contains a complete list of all merchandise on board, identifying each shipment by its bill of lading or air waybill number.
In Mexico, the ocean cargo manifest must be electronically transmitted to customs at least 24 hours before the vessel arrives at port. For air cargo, it must be filed before landing.
The cargo manifest is essential for customs to plan control operations and for customs brokers to identify their clients' cargo. Any discrepancy between the manifest and the actual goods can result in detentions and investigations.
