The Padrón de Importadores (Importers Registry) is a mandatory registration managed by Mexico's SAT (tax authority) that all individuals or entities must complete before importing goods into Mexico. Without active registry status, import operations cannot proceed — the customs broker cannot file the pedimento.
Registration requires: active tax ID (RFC), verified fiscal address, valid e.firma, positive SAT compliance opinion, and current tax obligations. Registration is free and done online.
The SAT can suspend or cancel registry status if it detects irregularities such as unreported address changes, invoice inconsistencies, or failure to meet tax obligations. This immediately halts all of the company's import operations.

The official document filed with Mexican customs that covers the entry or exit of goods from Mexico, prepared and submitted by a licensed customs broker.
RegulationsNon-Tariff Barriers (NTBs)

CustomsCustoms Clearance
The complete set of procedures and formalities required for goods to legally enter or exit a country through customs.
