Non-tariff barriers (NTBs), known in Mexico as RRNA (Regulaciones y Restricciones No Arancelarias), are all measures other than tariffs that governments impose on foreign trade. Their primary purpose is to protect public health, national security, the environment, animal and plant health, and domestic industry against unfair practices.
Failure to comply with NTBs is grounds for blocking customs clearance. Goods can be held indefinitely until the missing documentation is provided, or they may be returned to the country of origin.
To identify the NTBs applicable to a specific product, you can look up the tariff code on Mexico's SIICEX or VUCEM portals. Each tariff code has associated regulations listed, from NOMs to special permits.
