The commercial invoice is the foundational document in any international trade transaction. Issued by the seller or exporter, it details the goods sold, their price, the agreed terms of sale (Incoterms), and full details of the parties involved. It serves as the basis for determining customs value and, in Mexico, for generating the COVE electronic value document.
An invoice with vague descriptions like 'general merchandise' or without a defined Incoterm will cause customs delays. The invoice must match exactly what is declared in the COVE and pedimento.
In Mexico, the commercial invoice is digitized through the COVE for electronic transmission to customs. However, the original document must be kept as supporting documentation for a minimum of 5 years for post-clearance audit purposes.
