The COVE (Comprobante de Valor Electrónico, or Electronic Value Voucher) is the digital document that replaced the paper commercial invoice as proof of value before Mexican customs. It is transmitted through VUCEM (Mexico's Single Window for Foreign Trade) and contains detailed information about the merchandise value, supplier data, goods description, and transaction terms.
The COVE is digitally signed by the customs broker using their VUCEM Digital Seal (not the importer's e.firma). VUCEM returns a 'Value Acknowledgment Number' that is referenced in the pedimento.
It is important not to confuse COVE with MVE (Electronic Validation Desk). The COVE is signed by the customs broker with their digital seal, while MVE is signed by the importer with their e.firma. They are complementary documents with different responsible parties.
