Mexico's SAT announced a new extension (Third Resolution of Amendments to the 2026 RGCE, advance version). The MVE transition period now runs through October 31, 2026; filing then becomes mandatory by customs regime: November 1 (processing, transformation or repair in a bonded facility), November 15 (strategic bonded facility), December 1 (in-transit goods), December 15 (bonded warehouse), January 1, 2027 (temporary imports) and January 15, 2027 (definitive imports). On June 2, 2026, Mexico's SAT published on its portal the First Anticipated Version of the Second Resolution of Amendments to the General Foreign Trade Rules (RGCE) 2026, extending the mandatory MVE date from June 1 to August 1, 2026 (transition period through July 31).
The Electronic Value Declaration (Manifestación de Valor Electrónica or MVE), regulated by Rule 1.5.1 of the RGCE and Format E2, was scheduled to become mandatory on June 1, 2026. The SAT decided to extend the deadline by two additional months, to August 1, 2026 (transition through July 31). This is the third extension — the first moved the date from December 2025 to April 2026, and the second from April to June 2026.
SAT acknowledged that many importers and customs agencies were not yet prepared to transmit the MVE electronically. According to the official statement, the extension aims to give foreign trade users 'the time and tools necessary to comply with this obligation in a timely manner.'
