The e.firma (also known as FIEL — Firma Electrónica Avanzada) is Mexico's official electronic signature issued by the SAT (Tax Administration Service). Once the MVE becomes mandatory for their customs regime — the transition period ends October 31, 2026, and definitive imports follow on January 15, 2027 — every importer filing goods into Mexico must submit a Manifestación de Valor en Aduana (MVE) signed with their own e.firma. Your customs broker cannot sign on your behalf — the importer must sign directly.
If your company does not yet have a Mexican e.firma, the legal representative must request an appointment at any SAT office in Mexico. Required documents include: official ID of the legal representative, proof of tax domicile, company incorporation documents (translated and apostilled if foreign), and proof of RFC registration. The appointment typically takes 30-60 minutes.
US companies importing into Mexico usually have a Mexican entity (RFC) or appoint a legal representative in Mexico. The e.firma must be obtained in person at a SAT office — there is no online-only process.
Navigate to ventanillaunica.gob.mx and select Ingreso con e.firma. Upload your .cer file and .key file, then enter your e.firma password. The portal will authenticate your identity and display your company information. Verify that your RFC, company name, and tax domicile are correct.
Once logged in, go to Trámites → Comercio Exterior → Manifestación de Valor. If this is your first time, VUCEM may ask you to confirm your importer profile and accept the terms of service. The MVE module will show your filing history (empty if new) and the option to create a new MVE.
Ensure your e.firma has the correct permissions to sign MVE documents. The VUCEM portal displays your available modules on the left sidebar. If MVE is not visible, your e.firma may need updating — contact SAT support to verify your digital certificate has the 'Comercio Exterior' scope enabled.

The MVE transition period ends October 31, 2026. Filing then becomes mandatory by customs regime: November 1, 2026 (processing/repair in bonded facility), November 15, 2026 (strategic bonded facility), December 1, 2026 (in-transit goods), December 15, 2026 (bonded warehouse), January 1, 2027 (temporary imports, IMMEX) and January 15, 2027 (definitive imports), per the calendar SAT released in advance version on September 30, 2026. Once it applies to you, non-compliance may result in customs delays, fines, or seizure of goods. Register your e.firma on VUCEM as soon as possible if you haven't already.
