If you are about to make your first import to Mexico, there is something you need to know from the start: you must file an Electronic Value Declaration (MVE) for each operation. This is not optional, not something your customs broker does for you, and not a minor formality.
The MVE is your declaration, under oath, of the real value of goods you import. You sign it with your e.firma, and you are responsible for its content. If the value is incorrect, consequences fall on you, not your customs broker.
Customs value is not simply the invoice price. It is the invoice price plus additions (royalties, assists, supplied materials, etc.) minus deductions (inland freight, post-import installation, etc.). This value is the basis for calculating all import taxes.
