The MVE transition period ends on October 31, 2026, and filing then becomes mandatory by customs regime. If you have not started preparing, you have 30 days to get everything in place. This checklist covers every action item in priority order — from the most critical prerequisites to the final testing steps. Work through it systematically, and you will be ready when the deadline arrives.

Week 1: Prerequisites (Days 30-24)

• Verify your e.firma (FIEL) is current and will not expire before the MVE is mandatory for your regime. If expired or expiring, schedule SAT renewal immediately.
• Confirm your Padrón de Importadores registration is active with no holds or suspensions.
• Verify your RFC data is current in SAT's systems (address, legal representative, tax status).
• Identify who in your organization will be authorized to sign MVEs — they need access to the e.firma files.

Week 2: Setup and Testing (Days 23-17)

• Log into VUCEM (ventanillaunica.gob.mx) with your e.firma and confirm access to the MVE module.
• Coordinate with your customs broker: confirm they are ready to provide COVE reference numbers for MVE filing.
• File a test MVE using a real upcoming shipment. Document any issues with data formats, signing, or VUCEM response times.
• If using automated filing (API): test the SOAP integration in VUCEM's QA environment.

Weeks 3-4: Rollout (Days 16-1)

• File MVEs for all shipments once the MVE is mandatory for your regime, and start earlier while it is still voluntary.
