A proforma invoice is a preliminary commercial document that the seller or exporter issues before finalizing the sale. It describes the products offered, their prices, quantities, payment terms, shipping terms (Incoterms), and other relevant transaction details. It is not a fiscal document and does not create payment obligations — it functions as a formal, detailed quotation.
The proforma invoice is a pre-sale document (quotation). The commercial invoice is issued after the sale is confirmed and is the fiscal document supporting the transaction before customs. The proforma cannot be used for customs clearance — a definitive commercial invoice is required.
In Mexican foreign trade, the proforma invoice is especially useful for importers to estimate total import costs before committing to a purchase, including tariffs, VAT, DTA, and logistics costs.
