Non-tariff barriers (NTBs) are any measures other than tariffs that governments use to restrict, hinder, or increase the cost of international trade. They include import quotas, import licenses, technical and sanitary standards, labeling requirements, excessive customs procedures, exchange controls, and domestic production subsidies. While tariffs have decreased thanks to FTAs and the WTO, NTBs have become the main obstacle to global trade, in some cases providing more effective protection than tariffs.
