A tariff heading is the four-digit code in the Harmonized System (HS) that groups merchandise with similar characteristics within a chapter. It is the second hierarchical level of the tariff nomenclature, after the chapter (2 digits) and before the subheading (6 digits). The HS General Rules of Interpretation establish that classification is determined first at the heading level.
Section, chapter, and sub-chapter titles are for reference only. Classification is legally determined by the heading texts and section or chapter notes. The 4-digit heading is the fundamental classification level.
Knowing the correct tariff heading is the first step in classification. The legal notes for each chapter and the General Rules of Interpretation determine which goods are included in or excluded from each heading. An error at the heading level has more severe consequences than an error at the subheading or national code level.
