The World Customs Organization (WCO) regulatory framework that establishes security and facilitation standards for international trade, promoting cooperation between customs authorities and the private sector to secure the global logistics chain.
The SAFE Framework (Framework of Standards to Secure and Facilitate Global Trade) was adopted by the World Customs Organization in 2005. It establishes international standards to strengthen supply chain security without hindering the flow of legitimate trade. Mexico, as a WCO member, has implemented these standards through the NEEC program (New Certified Companies Scheme), equivalent to the C-TPAT program in the United States.
The framework is based on four pillars: customs-to-customs cooperation, customs-to-business cooperation, customs-to-other government agencies cooperation, and customs-to-intergovernmental organizations cooperation.
Implementation of the SAFE Framework in Mexico is materialized through the NEEC program, administered by SAT, which certifies importers, exporters, customs brokers, and carriers that meet security standards in their logistics chain. Certified companies receive tangible benefits such as reduced customs examinations and simplified procedures.
