IMMEX Decree

IMMEX Program — Manufacturing, Maquiladora, and Export Services Industry

The IMMEX Program allows temporary import of inputs, parts, components, and machinery, free of import duties and VAT, when destined for the production, transformation, or repair of export merchandise.

Compliance steps

Apply for IMMEX program

Submit application to the Ministry of Economy with production plan, exports, and input descriptions.

Obtain authorization

The ME evaluates and authorizes the IMMEX program, assigning authorized tariff codes.

Import temporarily

Make temporary imports with 'IN' key customs declaration (temporary for processing) duty-free.

4

Control inventories

Maintain automated inventory control system (Annex 24) with input traceability.

5

Export and report

Export finished products and submit annual IMMEX operations reports.

Penalties for non-compliance

Program cancellation, retroactive tax payment with updates and surcharges, fines up to 200,000 UMA, merchandise seizure.
