Mexico's tariff rates are set by the TIGIE (Tarifa de los Impuestos Generales de Importacion y Exportacion), the country's official tariff schedule. Rates range from 0% to 140% ad valorem, applied to the CIF customs value of imported goods. For US exporters, the most important fact is that virtually all goods originating in the United States enter Mexico at 0% duty under USMCA (the United States-Mexico-Canada Agreement), provided they meet the rules of origin and are accompanied by a valid certification of origin. For goods that do not qualify for USMCA, Mexico's MFN (Most Favored Nation) rates apply.
USMCA eliminated tariffs on virtually all goods traded between the US, Mexico, and Canada that meet the agreement's rules of origin. To claim USMCA benefits, the exporter (or importer or producer) must prepare a certification of origin containing nine required data elements — no specific form is mandated, and the certification can be attached to the commercial invoice. The goods must satisfy product-specific rules of origin, which generally require that the product be wholly obtained in USMCA territory or undergo substantial transformation resulting in a tariff shift and/or meet a regional value content threshold.
As of 2026, US goods entering Mexico are not subject to retaliatory tariffs. However, trade tensions and Section 301 tariffs on Chinese goods have redirected supply chains toward Mexico (nearshoring), increasing demand for industrial inputs. Some goods re-exported from the US to Mexico that contain Chinese components may face scrutiny under Mexico's own anti-circumvention rules.
The official source is SIAVI (Sistema de Informacion Arancelaria Via Internet), operated by Mexico's Ministry of Economy. It allows searching by keyword, HS code, or tariff code, and displays the MFN rate, preferential rates under each FTA, non-tariff regulations, and applicable countervailing duties.
