Mexico's SAT announced a new extension (Third Resolution of Amendments to the 2026 RGCE, advance version). The MVE transition period now runs through October 31, 2026; filing then becomes mandatory by customs regime: November 1 (processing, transformation or repair in a bonded facility), November 15 (strategic bonded facility), December 1 (in-transit goods), December 15 (bonded warehouse), January 1, 2027 (temporary imports) and January 15, 2027 (definitive imports). See the full calendar (in Spanish).
The MVE (Manifestación de Valor Electrónica) is the digital document through which the importer declares, under oath, the customs value of goods imported into Mexico. It is governed by Rule 1.5.1 of the General Foreign Trade Rules (RGCE) and transmitted through VUCEM via Format E2.
The MVE transition period ends October 31, 2026. Filing then becomes mandatory by customs regime; for definitive imports, starting January 15, 2027.
The importer signs the MVE — not the customs broker. The customs broker may prepare the information and pre-fill Format E2, but legal responsibility for the value declaration falls exclusively on the importer, who must sign with their e.firma (FIEL).
Manual MVE filling in VUCEM takes 30-60 minutes per operation. With Camtom MVE, the same process takes under 3 minutes: upload your COVE or proforma PDF, AI extracts the data, validates against regulations, and transmits directly to VUCEM. Under $60 MXN per MVE.
Camtom MVE automates Format E2 from your COVE or proforma with AI. Automatic compliance, magic-link signing, direct VUCEM transmission. Under $60 MXN per MVE.
