The Operador Económico Autorizado (OEA) — Mexico's Authorized Economic Operator (AEO) program — is a voluntary certification that recognizes companies with secure, compliant supply chains. Modeled on the WCO SAFE Framework, Mexico's OEA program grants certified companies significant benefits in customs processing speed, inspection rates, and international recognition through mutual recognition agreements with other countries' AEO programs, including the US C-TPAT.
OEA-certified companies enjoy tangible operational advantages: reduced physical inspection rates (from ~15% to under 3%), priority processing at customs checkpoints, simplified documentation requirements, mutual recognition with C-TPAT (US), PEP (Colombia), and other partner programs. Under the 2026 customs reform, OEA companies also gain access to the new expedited clearance pathway, which targets sub-4-hour clearance for certified entities.
